The bill also requires transparency by health care payors regarding services they may decline to cover and preserves emergency care obligations under federal law. Businesses and individuals should have the freedom to contract and not be forced to provide services that violates their beliefs. Unfortunately, this bill only serves as a step in the right direction as it contains a negative provision which infringes the contracting rights of private companies by forcing them to retain employees who refuse to perform their job because of their belief.
