HB 119House 20252x

Strengthening Individual Liberties by Allowing Darker Tinting on Vehicle Windows.

With CEA
This bill allows for darker tinting on vehicle windows by reducing the minimum light transmission percentage required for front windows. These windows are required to allow at least 25% (previously 40%) of light to pass through.
SUPPORT is the CEA Position, based on:
From a faith-based perspective, individuals should be entrusted with responsible stewardship over their personal property without unnecessary government interference. Policies that reduce burdensome regulations respect personal responsibility while still upholding public order and safety.
Leviticus 25:10"Consecrate the fiftieth year and proclaim liberty throughout the land to all its inhabitants. It shall be a jubilee for you; each of you is to return to your family property and to your own clan."
Leadership Insight
The Year of Jubilee proclaimed economic liberty - restoration of property, cancellation of debts, and freedom from bondage. Economic freedom follows this biblical pattern: protecting property rights, enabling debt relief through bankruptcy rather than permanent servitude, and ensuring families can rebuild wealth across generations. Government policies that permanently trap families in poverty, extract generational wealth through death taxes, or prevent property ownership contradict Jubilee's vision of economic restoration.
HB 125House 20251x

Securing the DNA of Lousianians from Foreign Adversary Countries.

With CEA
This bill, the "Louisiana Human Genomic Security Act of 2025," prohibits medical and research facilities in Louisiana from using or putting into service new or additional human genetic sequencers or related software produced by foreign adversaries, including China, Cuba, Iran, North Korea, and Russia, or companies located in, or controlled by the governments of, those countries. The bill also prohibits storing human genetic information in U.S. foreign adversary countries and prohibits remote access to the information from these countries. This includes things like the results from DNA sequencing tests, such as whole-genome sequencing done in medical research, cancer diagnostics, ancestry testing, or personalized medicine. Detailed genetic info could be used for things such as bioweapons development, surveillance, identifying individuals/families, or other misuse by adversaries.
SUPPORT is the CEA Position, based on:
From a faith-based perspective, every individual is uniquely created and endowed with inherent dignity, including the integrity of their genetic identity. Protecting citizens’ genetic information from exploitation by hostile foreign powers affirms the value of human life and the responsibility of government to safeguard its people.
Psalm 139:13-16"For you created my inmost being; you knit me together in my mother's womb. I praise you because I am fearfully and wonderfully made; your works are wonderful, I know that full well. My frame was not hidden from you when I was made in the secret place, when I was woven together in the depths of the earth. Your eyes saw my unformed body; all the days ordained for me were written in your book before one of them came to be."
Leadership Insight
David's declaration that God forms life in the womb is foundational to healthcare freedom. Medical professionals who believe life is sacred from conception must be free to practice medicine without being forced to participate in abortion or life-ending procedures. Healthcare freedom protects providers, hospitals, and insurers from government mandates that require complicity in ending the lives God is authoring. Conscience protection is healthcare freedom.
HB 126House 20252x

Increasing Wasteful Spending And Politicized DEI Initiatives by Hiking Appropriations to Parish Councils on Aging.

Against CEA
This bill increases the per-person allotment for parish councils on aging to $4.00 (previously $2.50) per resident 60 or older, or $150,000 (previously $100,000), whichever is greater. The bill also increases the minimum annual appropriation to the Office of Elderly Affairs, from $6.9 million to over $10.4 million, an increase of over 52%. These entities do not reflect core duties of government, and serve as apparatuses to expand politicized Diversity, Equity, and Inclusion Initiatives (DEI) as detailed in the Louisiana State Plan on Aging (effective through September of 2027).
OPPOSE is the CEA Position, based on:
From a faith-based perspective, while caring for the elderly is a vital responsibility, it should be pursued in a way that encourages family, church, and community involvement rather than expanding government dependency. Sound stewardship of taxpayer resources requires restraint and prioritization to ensure long-term sustainability.
Haggai 1:6"You earn wages, only to put them in a purse with holes in it."
Leadership Insight
When priorities drift from purpose, prosperity leaks away. God doesn’t bless motion - He blesses alignment. Economic freedom begins when stewardship follows divine order.
HB 148House 20251x

Giving the Insurance Commissioner Unchecked Power to Set Home and Car Insurance Rates.

With CEA
This bill allows the Commissioner of Insurance to disapprove insurance rates deemed "excessive, inadequate, or unfairly discriminatory." Previously, this authority was limited to disapproving rates for being "inadequate or unfairly discriminatory" in a competitive market or "excessive, inadequate, or unfairly discriminatory" in a noncompetitive market. The bill also requires insurance companies renewing homeowners' or private passenger motor vehicle policies to display the prior premium amount alongside the renewal premium. This bill is government overreach that hands the Insurance Commissioner unchecked power to reject rate increases deemed "excessive," effectively enabling state-sanctioned price fixing, discouraging insurers from investing in the state, reducing market competition, and ultimately driving up insurance premiums for consumers.
OPPOSE is the CEA Position, based on:
From a faith-based perspective, voluntary agreements entered into freely and transparently should be respected without unnecessary government intrusion. This bill places additional mandates on private contracts, limiting the ability of parties to structure agreements according to mutual consent and market conditions.
Matthew 20:13-15"But he answered one of them, 'I am not being unfair to you, friend. Didn't you agree to work for a denarius? Take your pay and go. I want to give the one who was hired last the same as I gave you. Don't I have the right to do what I want with my own money? Or are you envious because I am generous?'"
Leadership Insight
Jesus affirms the landowner's absolute right to manage his property without external interference. Economic freedom is rooted in the biblical principle that owners - not governments or envious neighbors - determine how resources are allocated. Leaders who defend property rights protect the foundation of free enterprise: voluntary agreements honored without coercion.
HB 150House 20252x

Expanding Consumer Choice by Making it Easier to Buy and Sell Residential Farm-Produced Food Products.

With CEA
This bill exempts "farm food products" produced or grown at a residential farm from sanitary and other regulations. Under the bill, products must meet labeling requirements, such as the ingredients and a statement that the product is exempt from state licensing and inspection. Producers also must be registered with the U.S. Department of Agriculture and possess a Farm Service Agency number and be registered to collect sales tax. The bill limits annual sales to less than $50,000 to qualify for the exemption. The bill also increases the maximum annual sales limit for selling low-risk homemade foods from $30,000 to $150,000.
SUPPORT is the CEA Position, based on:
From a faith-based perspective, empowering families to use their homes and farms productively honors the principles of stewardship, entrepreneurship, and personal responsibility. Reducing excessive regulatory barriers allows individuals to provide for their households while serving their local communities.
Proverbs 31:16"She considers a field and buys it; out of her earnings she plants a vineyard."
Leadership Insight
The Proverbs 31 woman models entrepreneurial excellence and economic freedom. God honors women who steward resources wisely and create wealth through diligence. Leadership values capability over cultural limitations - competence creates opportunity.
HB 153House 20252x

Promoting Workforce Reentry Through Weekly Job Search Requirements for Unemployment Recipients.

With CEA
This bill requires that those receiving unemployment benefits must conduct at least five work search actions each week. The bill also expands disqualification criteria to include failing to appear for a scheduled job interview or participate in an approved training program. Additionally, the bill directs the secretary of the Louisiana Workforce Commission to establish a form for employers to report suspected work search violations. Combatting fraud within the state's unemployment insurance system is critical to maintaining low payroll taxes for businesses which are forced to pay into the system.
SUPPORT is the CEA Position, based on:
From a faith-based perspective, work is a meaningful and dignified calling that supports individuals, families and communities. By reinforcing the temporary nature of unemployment benefits and encouraging timely reentry into the workforce, this bill promotes responsibility, stewardship and human flourishing.
Proverbs 14:23"All hard work brings a profit, but mere talk leads only to poverty."
Leadership Insight
God blesses action more than intention. Productivity is not greed - it’s stewardship. Words build ideas; work builds Kingdom impact.
HB 208House 20252x

Strengthening Public Safety by Reversing Soft on Crime Parole Policies.

With CEA
This bill corrects previous soft on crime parole policies. Specifically, the bill modifies criminal sentencing and release eligibility by tightening rules for parole and diminution of sentence (good time credits), including requiring no major disciplinary offenses for 36 months (previously 12) prior to parole consideration. Furthermore, the bill prohibits habitual offenders and those convicted of sex offenses from earning good time credits, clarifying split sentences and probation periods, addressing convictions while on unsupervised parole, and creating a Deportation Eligibility Hearing Committee within the Board of Pardons. This committee handles expedited hearings to determine if certain illegal alien offenders meet criteria for parole release solely for the purpose of deportation or removal by federal authorities.
SUPPORT is the CEA Position, based on:
From a faith-based perspective, government has a God-ordained responsibility to restrain evil and protect innocent life. Ensuring that violent offenders are held accountable for their actions promotes justice, safeguards families and communities, and affirms the value of human life.
Proverbs 21:15"When justice is done, it brings joy to the righteous but terror to evildoers."
Leadership Insight
Justice is not neutral - it rewards righteousness and confronts evil. Leaders who execute justice faithfully create cultures where virtue thrives and corruption fears. Moral clarity strengthens societies; moral ambiguity weakens them.
HB 264House 20253x

Bringing Down the Cost of Prescription Drugs by Reigning in PBMs.

With CEA
This bill enacts comprehensive reforms to regulate Pharmacy Benefit Managers (PBMs), including a ban on spread pricing (PBMs keeping the difference between what they charge plans and pay pharmacies), effective rate pricing for local pharmacies, and patient steering (directing patients to PBM-owned pharmacies without proper disclosure). It requires PBMs to pass through 100% of manufacturer rebates and discounts to plan sponsors rather than retaining any portion, with full disclosure of all PBM fees in contracts. The bill also expands transparency through detailed annual reports, audits by the Insurance Commissioner, and enforcement as unfair insurance practices. PBMs inflate prescription drug costs and reduce competition, ultimately driving up healthcare expenses for Louisiana consumers and threatening access to affordable medications.
SUPPORT is the CEA Position, based on:
From a faith-based perspective, healthcare systems should operate with honesty, fairness, and accountability, ensuring that patients are not burdened by hidden pricing schemes. Promoting transparency and preventing unjust enrichment in the healthcare marketplace reflects responsible stewardship and care for families struggling with rising medical costs.
Isaiah 55:2"Why spend money on what is not bread, and your labor on what does not satisfy? Listen, listen to me, and eat what is good, and you will delight in the richest of fare."
Leadership Insight
God questions spending on what fails to nourish or satisfy. Healthcare freedom means rejecting one-size-fits-all mandates that force individuals and employers into systems that violate conscience or fail to meet real needs. Leaders who protect healthcare choice allow families and businesses to pursue treatments, coverage, and providers aligned with their values - "eating what is good" rather than consuming what government prescribes.
HB 266House 20252x

Expanding Medicaid Welfare Spending by Hiking the Monthly Personal Needs Allowance at Long-Term Care Facilities.

Against CEA
This bill directs the Louisiana Department of Health to increase the personal needs allowance provided to Medicaid welfare recipients at long-term care facilities (nursing homes). Under the bill, the monthly allowance is increased by over 31%, from $38 to at least $50 for individuals and from $76 to at least $100 for couples, which are more than double the federal monthly minimum. The private sector (charitable entities) is best equipped to provide any additional needs or services to residents not provided by their long-term care facility. While this measure continues to grow government spending, it most concerningly serves as yet another incentive for government dependency over lifelong saving and personal fiscal responsibility.
OPPOSE is the CEA Position, based on:
From a faith-based perspective, compassion for those in need should be paired with accountability and policies that encourage independence and responsibility. Expanding entitlement programs without clear limits risks fostering dependency and placing additional burdens on families and taxpayers, rather than strengthening community-based care and support.
2 Corinthians 9:7"Each of you should give what you have decided in your heart to give, not reluctantly or under compulsion, for God loves a cheerful giver."
Leadership Insight
Generosity must be voluntary, not coerced. God values the heart behind the gift more than the amount. Leaders who defend economic freedom protect the right to give joyfully without government compulsion. Forced redistribution replaces worship with resentment.
HB 289House 20253x

Protecting the Second Amendment and Ammunition Manufacturers From Frivolous and Costly Litigation.

With CEA
This bill expands civil liability protections to include firearm and ammunition manufacturers, distributors, and sellers for damages resulting from the criminal or unlawful use of their products. Previously, the protection only included firearm manufacturers and sellers. Additionally, the bill provides that in a civil lawsuit, if the defendant is found not liable based on these protections, courts are required to award the defendant attorney fees, costs, expenses, and compensation for lost income. Similarly, if a locality brings a civil lawsuit for such damages, which is precluded by state law, courts are required to award the defendant reasonable attorney fees, court costs, compensation for lost income, and all expenses.
SUPPORT is the CEA Position, based on:
From a faith-based perspective, government should uphold justice and protect the right of individuals to defend themselves while maintaining order. Clear and consistent laws that respect lawful conduct help safeguard human dignity and reflect the proper, restrained role of civil authority.
Luke 22:36"He said to them, 'But now if you have a purse, take it, and also a bag; and if you don't have a sword, sell your cloak and buy one.'"
Leadership Insight
Jesus affirms the right to self-defense. Preparedness is not paranoia - it's stewardship of safety. Leaders who defend the Second Amendment defend the biblical principle that protection is both a right and a responsibility. Security begins with the citizen, not the state.
HB 293 (House Version)House 20253x

Strengthening "Right to Work" Protections for Public Employees by Prohibiting Automatic Union Dues Deductions.

With CEA
This bill prohibits public employers from deducting union dues or fees from employee paychecks unless authorized by the employee and reauthorized annually. Additionally, employees may discontinue such deductions at any time. While such deductions should be eliminated entirely, as it is not the role of taxpayers and the state to serve as a dues collector for unions, this bill is a step in the right direction. All employees should have the "right to work" without being forced to join a labor union.
SUPPORT is the CEA Position, based on:
From a faith-based perspective, freedom of conscience and voluntary association are foundational principles that respect the dignity of every individual. Ensuring that employees are not compelled or indefinitely bound to financially support an organization upholds personal responsibility and moral agency.
Leviticus 25:10"Consecrate the fiftieth year and proclaim liberty throughout the land to all its inhabitants. It shall be a jubilee for you; each of you is to return to your family property and to your own clan."
Leadership Insight
The Year of Jubilee freed servants and restored them to their families - the ultimate workforce freedom. Workers trapped in union contracts they never signed, forced to pay dues to organizations they oppose, or locked into employment arrangements that feel like bondage need Jubilee liberation. Workforce freedom proclaims liberty throughout the land: the right to work without forced representation, to negotiate directly, and to return to the "family property" of one's own labor and earnings.
HB 295House 20253x

Stopping Out-of-Control Spending by Establishing a "Government Growth Limit" Restricting General Fund Appropriations.

With CEA
This bill amends the state Constitution to establish a "Government Growth Limit," which restricts the amount of State General Fund revenues that can be appropriated in a fiscal year for recurring expenses, starting in Fiscal Year 2027-2028. The limit would be determined annually by the Revenue Estimating Conference. Any revenues above the "Government Growth Limit" but less than the "Expenditure Limit" may only be used for nonrecurring expenses. The growth limit may be changed by a 2/3 vote of each chamber of the legislature, but only if the growth factor in the previous 3 years was 2.5% or less. The state must pursue every available avenue to rein in its out-of-control spending, which, when coupled with the over $185 trillion in federal liabilities, represents the greatest existential threat facing this country.
SUPPORT is the CEA Position, based on:
From a faith-based perspective, stewardship of public resources requires honesty, restraint, and accountability. This bill reflects responsible governance by reducing waste and ensuring government operates efficiently and transparently.
Luke 14:28-30"Suppose one of you wants to build a tower. Won’t you first sit down and estimate the cost to see if you have enough money to complete it?"
Leadership Insight
Vision must meet calculation. God honors leaders who count costs before claiming promises. Stewardship without foresight breeds collapse.
HB 309House 20252x

Protecting Taxpayers by Prohibiting Appropriation Earmarks to NGOs.

With CEA
This bill prohibits appropriations to nongovernmental entities (NGOs) that are not a budget unit or political subdivision of the state, in the General Appropriation Bill, capital outlay bill, or any appropriation bill that includes an appropriation for a budget unit or a political subdivision. Earmarks for NGOs in broad budget bills often lack sufficient oversight and enable cronyism, waste limited state resources, and bypassing merit-based allocation.
SUPPORT is the CEA Position, based on:
From a faith-based perspective, stewardship calls for fairness and restraint in the use of public resources. Taxpayer-funded subsidies for nongovernment entities risk misusing limited resources and prioritizing government favoritism over personal responsibility and free enterprise.
Proverbs 11:1"The Lord detests dishonest scales, but accurate weights find favor with Him."
Leadership Insight
Integrity in business is not optional - it’s spiritual obedience. Every transaction reflects the character of the Kingdom. Honesty is Heaven’s currency for influence.
HB 313House 20252x

Expanding Cronyism Through a Sales and Use Tax Exemption for Nonprofit Child Advocacy Centers.

Against CEA
This bill establishes a sales and use tax exemption for purchases made by nonprofit child advocacy centers. While this measure is well intentioned, all state and local tax codes should be constructed in a broadly applied manner with the lowest rates possible for everyone.
OPPOSE is the CEA Position, based on:
From a faith-based perspective, stewardship and fairness call for tax policies that apply equally rather than privileging select industries. Continuing targeted tax credits risks misusing public resources and undermines principles of equity, responsibility, and limited government.
HB 37House 20251x

Restoring Parental Control Over Kids' Online Safety.

With CEA
This bill enacts the "Kids Online Protection and Anti-Grooming Act," which establishes a duty of care for online platforms that contract with minors, such as social media and gaming sites, to impose certain privacy settings for minors by default. These include protections such as preventing adult connections to minors without parental consent, preventing private messaging between an unconnected adult and a minor, and preventing disclosure of a minor's location. Platforms are also required to allows a minor's parent or guardian to be notified if the minor is exposed to sexually explicit material or connects with another user. This empowers parents and legal guardians to play a more active, informed role in overseeing and protecting their children's online activities, rather than leaving those decisions primarily to tech platforms or unregulated interactions.
SUPPORT is the CEA Position, based on:
From a faith-based perspective, children should be protected from sexually explicit material that undermines innocence and moral development. Government appropriately serves the common good when it upholds standards that help families raise children in safe and wholesome environments.
Acts 4:19-20"Which is right in God’s eyes: to listen to you, or to Him? As for us, we cannot help speaking about what we have seen and heard."
Leadership Insight
When truth is silenced, darkness prevails. The apostles refused to edit their message for cultural comfort. Faithful leaders must speak what God says, even when it costs influence.
HB 371House 20253x

Ending Discrimination of Churches by Ensuring Places of Worship are Treated Equally to Secular Businesses.

With CEA
This bill increases protection of religious liberties by prohibiting the government from imposing restrictions on places of worship that are more severe than those applied to secular businesses or assemblies. Additionally, if a place of worship meets the applicable zoning, building code, fire safety, and occupancy license requirements, the government may not restrict various uses of the property, such as restricting the type of religious instruction or activities, or certain uses related to homeschooling or private schools. This bill is especially necessary to guard from the egregious government overreach churches experienced during COVID.
SUPPORT is the CEA Position, based on:
From a faith-based perspective, churches and worshipers should not be forced to suppress their Constitutional right at the government's behest. This legislation upholds religious freedom, human dignity, and the First Amendment protections affirmed by the Supreme Court, by ensuring that places of worship can honor God without unjust restriction or fear of reprisal.
HB 393House 20252x

Strengthening Self-Defense and Second Amendment Rights by Clarifying that Parade Spectators May Carry a Concealed Firearm.

With CEA
This bill clarifies that the state's prohibition on firearms in parades only applies to active participants, and not spectators. "Gun free zones" do not protect communities, rather they place individuals in defenseless positions against criminals who do not abide by the law. While the prohibition should be eliminated entirely, this measure serves as a step in the right direction.
SUPPORT is the CEA Position, based on:
From a faith-based perspective, laws should be clear, just, and respect the rights of individuals while maintaining order and safety. Clarifying firearm laws to prevent unjust punishment of lawful conduct reflects fairness, responsibility, and proper limits on government power.
HB 400House 20253x

Strengthening Parental Rights by Requiring Consent for Medical and Mental Health Treatment for Minors.

With CEA
This bill requires consent from a parent or legal guardian for medical and mental health services for individuals under 17. This bill allows exceptions for certain situations, such as emergencies, pregnancy-related care, substance use treatment, blood donation, and cases where the minor is experiencing abuse or neglect. The bill also eliminates a provision in existing law that allowed minors to consent to preventive counseling and treatment in schools. Strong parental rights are a critical element of a free society.
SUPPORT is the CEA Position, based on:
From a faith-based perspective, parents are entrusted by God with the responsibility to raise and guide their children. Affirming parental rights honors the family as a foundational institution and limits government interference in God-given parental authority.
HB 407House 20252x

Strengthening Second Amendment Rights by Allowing Residents of Other States to Obtain a Concealed Handgun Permit.

With CEA
This bill eliminates the requirement that an applicant for a concealed handgun permit be a Louisiana resident. Our founding fathers understood that the right to keep and bear arms is a crucial individual liberty and protects the citizenry against a tyrannical government.
HB 425House 20253x

Strengthening Protections for Pregnant Women by Expanding the Crime of Coerced Abortion.

With CEA
This bill expands the crime of coerced abortion to also include the use or threat of control or intimidation, rather than only physical force. The bill specifies that physical force, control, or intimidation means battery, assault, simple kidnapping, false imprisonment, and extortion. Additionally, the bill removes the requirement that the force, control, or intimidation be against the pregnant woman. The bill also expands the crime of extortion to include threats aimed at compelling a pregnant woman to undergo an abortion. All abortions are tragedies and every child deserves the right to life.
SUPPORT is the CEA Position, based on:
From a faith-based perspective, unborn life is sacred and deserving of protection. Public policy should honor God’s design with laws that uphold justice, affirm the value of life, and ensure the law does not enable harm to the most vulnerable.
David declares that God forms every person in the womb - a truth that shapes First Freedom's protection of religious pro-life conviction. Believers who hold that life begins at conception must be free to operate hospitals, businesses, and ministries according to this conviction. First Freedom protects religious organizations from being forced to fund, perform, or participate in abortion against their sincere belief that God is the Author of life from conception.
HB 434House 20251x

Reducing Auto Insurance Premiums by Increasing the Threshold for Uninsured Drivers to Recover Damages.

With CEA
This bill strengthens the state's "No Pay, No Play" law, which limits the ability of uninsured drivers to recover damages in motor vehicle accidents. Under the bill, the recovery threshold for uninsured drivers is increased from $100,000 (previously $15,000 for bodily injury and $25,000 for property damage). As a result, uninsured drivers involved in accidents cannot recover the first $100,000 in damages, regardless of fault. Additionally, if an uninsured driver files a civil action and is awarded damages equal to or less than the threshold, they are responsible for all court costs.
SUPPORT is the CEA Position, based on:
From a faith-based perspective, individuals are called to act responsibly and not impose avoidable harm or financial burdens on others. Requiring drivers to accept the consequences of failing to carry insurance upholds fairness, accountability, and respect for one’s neighbor.
HB 450House 20253x

Protecting Against Frivolous Personal Injury Litigation by Overruling the "Housley Presumption".

With CEA
This bill overrules the "Housley Presumption" in personal injury cases, which established a rebuttable presumption that an injury was caused by an accident if the plaintiff had no prior history of the condition. This bill prohibits such a presumption, requiring plaintiffs to provide affirmative evidence (often medical or expert testimony) directly linking the injury to the incident, excluding workers' compensation cases. This bill helps protect against frivolous litigation that may be advanced by deviant plaintiffs' attorneys.
SUPPORT is the CEA Position, based on:
From a faith-based perspective, justice should be fair, proportional, and grounded in truth rather than excess. Limiting abusive litigation and excessive damages promotes accountability while protecting communities and families from the harmful consequences of an unbalanced legal system.
Proverbs 25:8"Do not bring hastily to court, for what will you do in the end if your neighbor puts you to shame?"
Leadership Insight
Wisdom delays litigation in favor of reconciliation. Rushing to court escalates conflict and erodes relationships. Leaders promote resolution over retaliation, understanding that legal victories can produce relational losses. Grace must guide justice.
HB 454House 20251x

Increasing Government Dependency by Expanding the Medicaid Welfare System to Cover Doula Services.

Against CEA
This bill expands coverage under Medicaid (government-provided healthcare) by requiring plans that cover maternity services to also provide coverage for doula services before, during, and after childbirth. This includes at least five prenatal visits, three postpartum visits, and assistance during labor and birth. Doula services are expensive and not medically necessary for childbirth. This bill further traps individuals into government dependency by growing unnecessary benefits under the government welfare state.
Isaiah 55:2"Why spend money on what is not bread, and your labor on what does not satisfy? Listen, listen to me, and eat what is good, and you will delight in the richest of fare."
Leadership Insight
God challenges wasteful spending and misdirected labor that produces no lasting value. Economic freedom means the liberty to invest resources in Kingdom purposes without government mandates dictating consumption. Leaders who reduce unnecessary taxation and regulation allow individuals to steward earnings toward what truly satisfies - family, faith, and generational wealth rather than bureaucratic waste.
HB 507House 20251x

Expanding Cronyism and Government Central Planning Through Grants to Incentivize Businesses to Pay Above Average Wages and Provide Health Insurance.

Against CEA
This bill establishes the High Impact Job Program to provide grants to incentivize businesses to pay above-average wages and provide health insurance. The grants are equal to a percentage of annualized wages, depending on the wage levels in the project's location, with higher percentages for higher wages. The bill excludes certain industries, such as gaming, retail sales, and automotive rental and leasing.
OPPOSE is the CEA Position, based on:
From a faith-based perspective, stewardship calls for restraint and fairness in the use of public resources. Creating programs to incentivize business decisions risks misallocating taxpayer funds and undermines principles of responsibility and limited government.
HB 554House 20252x

Prohibiting the Issuance of Driver's Licenses or ID Cards to Illegal Immigrants.

With CEA
This bill prohibits the Office of Motor Vehicles (OMV) from issuing a driver's license or identification card to illegal immigrants. Lawfully-present non-U.S. citizens may receive a driver's license or identification card, which must include a restriction code. Additionally, OMV must send these individuals a notice stating that noncitizens are prohibited by state law from registering to vote or voting in Louisiana, with violations constituting a felony punishable by up to 2 years in prison and/or a fine of up to $2,000. The OMV is also required to maintain records of who receives the notice and provide that data monthly to the Secretary of State for voter list maintenance.
SUPPORT is the CEA Position, based on:
From a faith-based perspective, government has a responsibility to uphold the rule of law while promoting order and accountability. This bill reinforces lawful standards for driving privileges and supports a system rooted in fairness and respect for established legal processes.
Romans 13:1-4"Let everyone be subject to the governing authorities, for there is no authority except that which God has established. The authorities that exist have been established by God. Consequently, whoever rebels against the authority is rebelling against what God has instituted, and those who do so will bring judgment on themselves."
Leadership Insight
Government authority is legitimate only when it reflects God's design - to punish evil and reward good. Leaders submit to righteous authority but resist tyranny. Romans 13 is not a blank check for government overreach; it's a framework for godly governance rooted in justice.
HB 560House 20253x

Combatting Fraud Within the Medicaid Welfare System.

With CEA
This bill contains several provisions designed to improve the state's ability to combat Medicaid and other medical assistance program fraud. Most notably, the bill specifies that for such offenses, "proof of specific intent to defraud" is not required. The bill also broadens the scope of violations that constitute medical assistance fraud offenses. For example, the bill adds knowingly making a claim under a medical assistance program for products or services that were not approved or prescribed by a healthcare provider. This bill improves the ability to combat Medicaid fraud, which, combined with Medicare fraud, costs taxpayers across the nation more than $100 billion annually.
SUPPORT is the CEA Position, based on:
From a faith-based perspective, this bill reflects the biblical principle of faithful stewardship by ensuring public assistance is administered with honesty and integrity. Strengthening accountability helps preserve resources for those truly in need while honoring taxpayers as responsible stewards of what has been entrusted to them.

Supporting Life by Expanding Legal Liability for Out-of-State Abortion Providers.

With CEA
This bill enacts the "Justice for Victims of Abortion Drug Dealers Act," which expands liability for out-of-state abortion providers who perform an abortion, to also include an individual or entity that "substantially facilitates an abortion." Under this bill, this includes administering, prescribing, or distributing abortion drugs. The bill also extends the statute of limitations for bringing a civil case, from 3 to 5 years, and allows courts to award statutory damages of at least $100,000, special and general damages, and exemplary damages. All abortions are tragedies and every child deserves the right to life.
SUPPORT is the CEA Position, based on:
From a faith-based perspective, unborn life is sacred and deserving of protection. Preventing abortions and holding providers operating illegally accountable upholds justice, affirms the value of life, and ensures the law does not enable harm to the most vulnerable.
David declares that God forms every person in the womb - a truth that shapes First Freedom's protection of religious pro-life conviction. Believers who hold that life begins at conception must be free to operate hospitals, businesses, and ministries according to this conviction. First Freedom protects religious organizations from being forced to fund, perform, or participate in abortion against their sincere belief that God is the Author of life from conception.

Prohibiting NGOs and Foreign Governments from Funding and Influencing Elections.

With CEA
This bill prohibits nongovernmental groups and foreign governments or foreign nationals from funding the administration of election operations. Additionally, funds or services donated by a foreign government or foreign national may not be used to advocate for or against a ballot measure, candidate, or party. This is in response to the over $400 million in "Zuckerbucks" and other outside funds that were provided to influence elections across the nation. The private funding of election operations introduces serious concerns over the integrity and fairness of election outcomes. Maintaining strong safeguards against voter fraud is critical aspects of ensuring free and fair elections, an essential component of democracy under our nation's constitutional republic. Furthermore, this bill helps strengthen democracy and ensure American elections remain free from foreign interference.
SUPPORT is the CEA Position, based on:
From a faith-based perspective, this legislation upholds honesty, accountability, and stewardship in the civic process while protecting the rights of individuals and organizations to participate without fear of unjust exposure. Guarding elections from foreign manipulation while respecting conscience and free expression aligns with biblical principles of justice and ordered liberty.
Deuteronomy 16:18-20"Appoint judges and officials for each of your tribes in every town the Lord your God is giving you, and they shall judge the people fairly. Do not pervert justice or show partiality. Do not accept a bribe, for a bribe blinds the eyes of the wise and twists the words of the innocent. Follow justice and justice alone, so that you may live and possess the land the Lord your God is giving you."
Leadership Insight
Moses commands impartial justice - judges who follow "justice alone" without showing partiality. First Freedom depends on courts that protect religious liberty impartially, without favoring secular ideology over sincere faith. When judges show partiality against religious conviction, accepting the cultural bribes of elite approval, they pervert the justice God demands. First Freedom requires judges who fear God more than cultural pressure.

Lowering Energy Production Costs by Reducing the Oil Severance Tax for Certain Wells.

With CEA
This bill reduces the severance tax rate for oil produced from wells completed on or after July 1, 2025 to 6.5% (previously 12.5%). Additionally, the bill modifies the tax rates for limited-production wells, such as incapable wells and inactive wells, at fixed percentages rather than a percentage of the full severance tax rate. All state and local tax codes should be constructed in a broadly applied manner with the lowest rates possible for everyone. While taxes should be reduced across all industries, this bill is a step in the right direction.
SUPPORT is the CEA Position, based on:
From a faith-based perspective, families are better stewards of their resources than the state. Allowing taxpayers to keep more of their income when revenues are strong promotes responsibility, generosity, and respect for the proper limits of government.
1 Samuel 8:10-18"Samuel told all the words of the Lord to the people who were asking him for a king. He said, 'This is what the king who will reign over you will claim as his rights: He will take your sons and make them serve with his chariots... He will take the best of your fields and vineyards and olive groves and give them to his attendants. He will take a tenth of your grain and of your vintage and give it to his officials and attendants... and you yourselves will become his slaves'"
Leadership Insight
Centralized power always demands sacrifice from the people. God warned Israel that human kings would grow government at the expense of liberty. Limited government protects freedom; expansive government enslaves. Leaders must resist the temptation to control what they should serve.

Combatting Federal Overreach by Expanding the Authority of the Attorney General to Protect State Sovereignty.

With CEA
This bill expands the authority of the Attorney General to represent the state, state agencies, and officials in legal matters involving the federal government. Additionally, the bill prohibits the state and local governments from entering into a federal court judgement of consent that establishes federal oversight for more than 60 days without the approval of the Governor and Attorney General. The state and local governments are also required to notify the Governor and Attorney General upon receipt of any notices from the federal government or parties to litigation, which would impose federal court jurisdiction.
SUPPORT is the CEA Position, based on:
From a faith-based perspective, no single authority should exercise unchecked power over the people. This legislation promotes accountability and humility in governance by ensuring federal actions are balanced and restrained in a manner consistent with the Constitution and biblical principles of stewardship and justice.
Isaiah 10:1-2"Woe to those who make unjust laws, to those who issue oppressive decrees, to deprive the poor of their rights and withhold justice from the oppressed of my people, making widows their prey and robbing the fatherless."
Leadership Insight
God pronounces woe on those who issue oppressive decrees - regulations, mandates, and compliance requirements that crush businesses and deprive workers of opportunity. Operational freedom fights the bureaucratic oppression that kills small businesses, prevents entrepreneurship, and protects established interests at the expense of new entrants. When licensing laws, zoning restrictions, and regulatory burdens make it impossible for the poor to start businesses, government becomes the oppressor Isaiah condemns.

Worsening Cronyism by Extending a Tax Credit for Investments in Government-Favored Businesses.

Against CEA
This bill extends the "Angel Investor Tax Credit Program," which provides income tax credits for investments in certain businesses, to June 30, 2026. The bill also modifies eligibility to require businesses be "high-growth" and primarily engaged in specific industries, such as logistics, aerospace and defense, or agribusiness. The bill also increases reporting requirements for participating businesses. All state and local tax codes should be constructed in a broadly applied manner with the lowest rates possible for everyone. Furthermore, the free market - not central planning by government bureaucrats - is best equipped to drive economic growth.
OPPOSE is the CEA Position, based on:
From a faith-based perspective, stewardship and fairness call for tax policies that apply equally rather than privileging select industries. Continuing targeted tax credits risks misusing public resources and undermines principles of equity, responsibility, and limited government.
Proverbs 11:1"The Lord detests dishonest scales, but accurate weights find favor with Him."

Prohibiting Tax Dollars from Being Used for DEI Programs at Government Agencies and Public Colleges and Universities.

With CEA
This bill prohibits state agencies, departments, and offices, and public colleges and universities from operating any Diversity, Equity, and Inclusion (DEI) Office or asking prospective students or job applicants to provide diversity statements. Public colleges and universities are also prohibited from giving preferential treatment in admissions, state-supported financial aid, or services or benefits, based on factors such as race, sex, or gender identity. Finally, public colleges and universities are prohibited from requiring "DEI-related instructional content" in undergraduate courses, except in certain programs and departments. This measure helps protect taxpayer funds from being utilized to promote politicized DEI efforts which sow division amongst Americans and are intended to further grow the role of government.
SUPPORT is the CEA Position, based on:
From a faith-based perspective, individuals are created equal in dignity and worth, and government policies should not elevate or diminish a person based on immutable characteristics. This legislation affirms fairness, personal responsibility, and equal treatment while limiting government intrusion into decisions that should be guided by merit and moral integrity.
Galatians 3:28"There is neither Jew nor Gentile, neither slave nor free, nor is there male and female, for you are all one in Christ Jesus."
Leadership Insight
In Christ, economic opportunity transcends social categories - no person's worth or potential is determined by their background, class, or demographic. Economic freedom protects this biblical truth by ensuring all people can compete, create, and prosper based on capability rather than government-assigned categories. Policies that divide people into economic classes for preferential treatment or punishment contradict the gospel's declaration that all are one in Christ.

Strengthening National Security by Requiring Additional Disclosures for Lobbyists Representing U.S. Foreign Adversaries and Corporations.

With CEA
This bill establishes new lobbying disclosure requirements for individuals representing U.S. foreign adversaries (China, Cuba, Iran, North Korea, Russia, Venezuela) or foreign corporations. The law requires such lobbyists to disclose certain information to the Louisiana Board of Ethics, including the name of the foreign entity represented, a description of its business activities, and the matters on which the lobbyist intends to engage. The Board of Ethics is required to establish a publicly accessible database containing these disclosures.
SUPPORT is the CEA Position, based on:

Promoting American Energy Dominance by Prioritizing Domestic Energy Sources.

With CEA
This bill directs the Department of Energy and Natural Resources "to prioritize affordable, reliable, and clean energy security." Under the bill, this includes prioritizing U.S.-produced energy sources, minimizing reliance on foreign nations for critical materials or manufacturing, and ensuring sufficient renewable energy sources, which must include energy generated by hydrocarbons. Additionally, the bill clarifies that nuclear energy and natural gas are included in the definition of "green energy" if they meet federal air quality standards, for purposes of state funding of clean or green energy initiatives. Low-cost energy is essential to growing the economy and improving the quality of life for all Americans. With renewable energy only accounting for about 20 percent of the U.S. energy supply, the country must adopt an "all of the above" approach to energy production that balances environmental concerns with the need to provide Americans with the lowest possible energy costs.
SUPPORT is the CEA Position, based on:
From a faith-based perspective, ensuring families have access to affordable and reliable energy supports human flourishing and economic stability. Policies that promote responsible stewardship of domestic resources while protecting households from unnecessary cost burdens reflect wise governance and care for the common good.

Adding Another Layer of Bureaucracy by Creating an Economic and Cultural District in Jeanerette which can Impose Additional Taxes and Issue Bonds.

Against CEA
This bill establishes the "Railroad Avenue Historic Cultural Economic District" in the city of Jeanerette for purposes such as economic development and to "provide for cultural enrichment and preservation." The bill allows the district to acquire property, impose a sales and use tax of up to 1% (if approved by voters), utilize tax increment financing, and issue bonds (debt) to finance projects. It is not the proper role of government to compete in the lending industry. Furthermore, the free market - not central planning tax schemes by bureaucrats - is the best mechanism to direct investment to the most promising initiatives and regions of the state.
OPPOSE is the CEA Position, based on:
From a faith-based perspective, families are better stewards of their resources than the state. Allowing taxpayers to keep more of their income when revenues are strong promotes responsibility, generosity, and respect for the proper limits of government.

Shifting Tax Burdens Through an Income Tax Credit for Donations to Poorly-Performing Schools.

Against CEA
This bill creates an income tax credit equal to 95% of donations to public schools that receive a "D" or "F" rating under the state accountability system. Schools must use the funds for purposes such as instructional materials, tutoring, childcare, or health services. The program is capped at $1 million in credits per year, and sunsets after the 2027 tax year. It is a necessary role for government to provide quality K-12 education - ideally through school choice. However, rather than shifting tax burdens to provide additional funds for poorly-performing schools, lawmakers should instead reduce unnecessary and wasteful spending elsewhere to be used for this purpose.
OPPOSE is the CEA Position, based on:
From a faith-based perspective, families are better stewards of their resources than the state. Allowing taxpayers to keep more of their income when revenues are strong promotes responsibility, generosity, and respect for the proper limits of government.

Encouraging Frivolous Litigation by Expanding the Scope of the State's Medical Malpractice Laws to Include Administrative and Managerial Work.

Against CEA
This bill broadens the scope of "health care" for purposes of state health care and medical malpractice laws to include all acts associated with medical treatment, encompassing clinical, administrative, and managerial functions. The definition of "health care provider" is expanded to cover a wider range of entities and individuals, such as tissue banks, dietitians, and nutritionists. Additionally, the bill expands the definition of "malpractice" to include not only clinical care, but also necessary "administrative or managerial" acts.
OPPOSE is the CEA Position, based on:

Strengthening Public Safety with Harsher Punishment for Interfering with Federal Immigration Enforcement.

With CEA
This bill expands the offense of obstruction of justice to include also include obstructing civil immigration proceedings and official acts of government officials. The offense is also expanded to include interfering with, or thwarting, federal immigration enforcement. Violations involving civil immigration enforcement carry a sentence of up to 1 year in jail and/or a fine of up to $5,000. The bill also expands the offense of malfeasance in office to include releasing an individual from state or local custody that the law enforcement agency knows is an illegal immigrant, without first notifying United States Immigration and Customs Enforcement. The offense is also expanded to include interfering with, or thwarting, federal immigration enforcement, and refusing a federal request for cooperation related to federal immigration enforcement.
SUPPORT is the CEA Position, based on:
From a faith-based perspective, government has a responsibility to uphold the rule of law while promoting order and accountability. This bill reinforces lawful standards and supports a system rooted in fairness and respect for established legal processes.
Romans 13:1-4"Let everyone be subject to the governing authorities, for there is no authority except that which God has established. The authorities that exist have been established by God. Expanding Transportation Options by Allowing Public School Districts to Contract with Rideshare Companies for Student Transportation.

With CEA
This bill authorizes local public school districts to contract with transportation network companies (TNCs), such as Uber and Lyft, to provide student transportation to and from school and school-related activities. Under the bill, TNC drivers must be at least 21 years old, possess a valid Louisiana driver's license for at least three years, undergo a background check, and complete child safety education. Additionally, the bill requires that the vehicles used must have real-time GPS tracking and meet certain safety standards, such as commercial automotive insurance coverage and annual inspections.
SUPPORT is the CEA Position, based on:
From a faith-based perspective, public officials are called to be good stewards of the resources entrusted to them. Spending where needed in education promotes honesty, accountability, and the responsible use of funds for the benefit of children and families.
Luke 14:28-30"Suppose one of you wants to build a tower. Won’t you first sit down and estimate the cost to see if you have enough money to complete it?"

Blowing the Budget by Expanding the New Markets Tax Credit Program.

Against CEA
This bill expands the premium tax credit program for investments in qualified low-income community businesses. The bill increases the cap on eligible investment per business to $10 million (previously $5 million) for investments made on or after August 1, 2025. Additionally, the bill authorizes up to $150 million in qualified equity investment authority beginning August 1, 2025, which the bill's fiscal note states "provides an additional $82.5" million in premium tax credits. Similar New Markets programs in other states have delivered dismal returns— such as costing Alabama $92,000 and Missouri $146,000 per job created, or yielding just $0.18 in tax revenue per dollar spent in Florida— making this expansion likely to exacerbate Louisiana's budget shortfalls without meaningfully boosting economic growth or job creation in low-income areas.
OPPOSE is the CEA Position, based on:
From a faith-based perspective, government should exercise stewardship by treating taxpayers fairly and avoiding favoritism through the tax code. Allowing markets and individuals to make decisions without state-directed subsidies better reflects principles of fairness, responsibility, and limited government.
1 Samuel 8:10-18"Samuel told all the words of the Lord to the people who were asking him for a king. Strengthening Medical Freedom by Allowing Pharmacists to Dispense Ivermectin Without a Prescription.

Against CEA
This bill allows pharmacists to dispense ivermectin under a standing order by a healthcare professional with prescriptive authority. Pharmacists are required to provide the patient with certain information related to the drug. The bill also provides civil liability protection for pharmacists, except for cases of gross negligence or willful misconduct.
SUPPORT is the CEA Position, based on:
From a faith-based perspective, medical professionals are called to act with integrity, wisdom, and accountability in caring for others. This legislation supports ethical boundaries that protect families, patients, and the public while honoring the responsibility entrusted to healthcare providers.
Luke 8:43-48"And a woman was there who had been subject to bleeding for twelve years, but no one could heal her. She came up behind him and touched the edge of his cloak, and immediately her bleeding stopped."
Leadership Insight
Faith moves when systems fail. This woman sought healing through personal action when no medical solution existed. Healthcare freedom means protecting access to faith-based healing and personal choice without government interference. Jesus honored her initiative.

Fueling Wasteful and Out-Of-Control Spending by Expanding the "Major Events Incentive Program" and Establishing an Additional Incentive Program.

Against CEA
This bill expands the definition of a "qualified major event" under the "Major Events Incentive Program" to include events such as the State Fair of Louisiana, Humor and Harmony Weekend, Boots on the Bayou music festival, and certain boat racing and rodeo events. The bill caps financial commitments to the events at the cost to recruit, solicit, or acquire the event, or the projected economic impact, whichever is greater. The bill also establishes the "Events Incentive Program" to provide grants to localities, tourism commissions, nonprofits, and other organizations for the cost of planning, marketing, and conducting events that are not a "qualified major event." Grants are capped at 25% of an event's cost, up to a maximum of $250,000, and events must have a minimum economic impact of at least $350,000. Grants may be used for applying or bidding for selection, or planning, marketing, or conducting the event. The free market - not central planning by government bureaucrats - is the best mechanism to select the most desired events and provide the necessary funding (via tickets and other user fees). The state must pursue every available avenue to rein in its out-of-control spending, which, when coupled with the over $185 trillion in federal liabilities, represents the greatest existential threat facing this country.
Christian Employers Alliance opposes this bill.

Protecting Against Higher Consumer Costs by Limiting Awards of Medical Expenses in Personal Injury Litigation to Actual Expenses Paid.

With CEA
This bill modifies existing state law on recovery of medical expenses in civil actions. The bill provides that in cases where a claimant's medical expenses have been paid, in whole or in part, by a health insurance company, Medicaid, or Medicare to a contracted healthcare provider, the claimant's recovery is limited to the amount actually paid to the provider by the insurer or Medicare, and any applicable cost-sharing amounts paid or owed by the claimant, rather than the amount billed. This bill helps protect against higher consumer costs by reducing the risk faced by businesses in litigation and discouraging frivolous litigation.

This bill establishes an income tax credit for homeowner's insurance premiums, equal to the amount paid in premiums, up to $2,000. The credit is refundable for individuals with an income of $25,000 or less, and may be carried forward for up to 5 years for individuals with an income of over $25,000. The maximum annual amount of credits is $10 million. All state and local tax codes should be constructed in a broadly applied manner with the lowest rates possible for everyone. This bill merely shifts tax burdens onto renters.
OPPOSE is the CEA Position, based on:

Strengthening Government Transparency by Establishing a Public Database of Nongovernment Entities that Receive State Funds.

With CEA
This bill enacts the "Transparent Responsible Use of State Tax-dollars (T.R.U.S.T.) Act," which requires the Commissioner of Administration to establish a publicly-accessible online database containing information on nongovernment entities (NGOs) that receive state funds. This includes information such as the purpose of contracts or appropriations, and whether the recipients met those purposes or performance goals. Recipients are also prohibited from engaging in political activities, such as endorsing candidates. The bill also prohibits public officials and employees, and their immediate family members, from receiving anything of value from an NGO that receives state funds (previously, this was permitted but required to be reported). Finally, the bill also prohibits NGOs from using state funds for lobbying or political contributions.
SUPPORT is the CEA Position, based on:
From a faith-based perspective, authority should be exercised with accountability, humility, and restraint. Ensuring that spending is subject to transparent review by elected representatives promotes justice, stewardship, and respect for the proper limits of government power.

Increasing Government Interference in the RV Industry by Allowing Dealers to Object to New Competitors.

Against CEA
This bill requires the Louisiana Motor Vehicle Commission to notify existing recreational vehicle dealerships of applications for new or relocated dealerships selling the same line makes, models, or classifications of RVs within a certain distance. The existing dealerships may object, and a relocation applicant is required to show by a preponderance of the evidence that existing "dealerships will not be substantially harmed." Additionally, the bill allows the commission to consider whether to grant a license even if no objection is made. The bill requires applicants and the manufacturer or distributor to show by a preponderance of the evidence that "good cause" exists for issuing a license.
OPPOSE is the CEA Position, based on:
From a faith-based perspective, honest work and providing for one’s family should not be hindered by unnecessary regulatory barriers. Excessive licensing and government control over trades can limit opportunity and undermine the dignity of work, rather than promoting responsibility and fairness.
Isaiah 10:1-2"Woe to those who make unjust laws, to those who issue oppressive decrees, to deprive the poor of their rights and withhold justice from the oppressed of my people, making widows their prey and robbing the fatherless."
Leadership Insight
God pronounces woe on lawmakers who craft economic policies that oppress the poor through excessive taxation, regulatory barriers to entry, and cronyism that favors the connected over the capable. Economic freedom is justice for the poor - when the working class keeps more of their earnings, when small businesses can compete without crushing compliance costs, and when families can build wealth without government extraction. Unjust economic laws always hit the poor hardest.

Hiking Health Insurance Premiums by Mandating Certain Policies Provide Coverage for Voluntary Inpatient Perinatal Psychiatric Treatment.

Against CEA
This bill requires all health insurance plans offered in the state that cover treatment for perinatal psychiatric diagnoses to also provide coverage for voluntary inpatient treatment for such diagnoses. The bill also requires Medicaid to provide coverage as well. Each and every health insurance mandate prevents an individual from selecting a plan with just basic or customized coverages to fit their specific needs. As a result, health insurers are forced to only offer costly plans loaded with coverages that most individuals do not need.
OPPOSE is the CEA Position, based on:
From a faith-based perspective, compassion for those needing care must be balanced with responsible stewardship of public resources. Expanding government health care spending through statutory mandates risks placing additional burdens on families and future generations rather than encouraging sustainable and community-centered care.

From a faith-based perspective, parents are entrusted by God with the responsibility to raise and guide their children. Affirming parental rights in honors the family as a foundational institution and limits government interference in God-given parental authority.
SB 96House 20251x

Expanding the Medicaid Welfare System to Cover Certain Mental Health Inpatient Hospitalization Programs.

Against CEA
This bill expands Medicaid to include mental health partial hospitalization program services that are provided at a freestanding inpatient psychiatric hospital. This bill further grows government dependency under the state's Medicaid welfare program. The state must pursue every available avenue to rein in its out-of-control spending, which, when coupled with the over $185 trillion in federal liabilities, represents the greatest existential threat facing this country.
HB 220House 20253x

Attacking the Second Amendment by Establishing the Crime of "Unlawful Storage of a Firearm".

Neutral
This bill establishes the crime of "Unlawful storage of a firearm" for leaving a loaded firearm in a residence or vehicle if a minor obtains the firearm and discharges it or exhibits it in public. This applies if the person knew, or should have known, that a minor was "likely to gain access to the firearm" without permission. The offense does not apply if the firearm is secured with a trigger lock or stored in a locked container. Violations carry a sentence of up to 6 months in jail and/or a fine of up to $1,000. The bill includes exceptions when a firearm was stolen or when a minor had permission to access the firearm for lawful purposes, such as hunting or sporting activities. This one size-fits-all mandate harms the ability of a responsible firearm owner to quickly defend themselves against an intruder.
