Overall spending levels are generally flat compared to the prior year with increases for some agencies and decreases for others. For example, the bill provides a 10% cut to the EPA, 7% cut to ATF, and a 6% cut to the FBI. However, the bill continues to fund the Essential Air Service program and contains countless earmarks which fund pet projects of lawmakers, especially at the Army Corps of Engineers where spending is increased 7-fold.
